LA airport agency ignoring regionalization

A report says Los Angeles International Airport operators have ignored legal requirements to distribute commercial flights to regional airports to reduce jetliner effects on the environment.
  A 2006 court settlement over airport expansion plans ordered Los Angeles World Airports to begin regionalization.
  The settlement required the city airport agency to expand cargo and passenger operations at Ontario International Airport and Los Angeles-Palmdale Regional Airport.
  The Los Angeles Times says county chief executive William Fujioka and a consultant claim only token efforts have been made to comply with the settlement.
  The report also says the airport agency has missed opportunities to rebuild service at Ontario International Airport, where passenger volume has fallen from 7.2 million in 2007 to about 4.3 million last year.
